What is it: A Statement of Requirements (SOR) document is written at the outset of a new project to define the project's requirements. It is also a document which is referred to constantly throughout the project to act as a benchmark for scoping the project. In other words, if there are changes to the SOR, a new document must be drawn up to accommodate these new requirements and there may well be a new negotiated price for this as a result of the additional scope of work.

Why use it: A SOR is used to outlined requirements and expectations of a service or new product from the supplier to the customer. A thought out SOR will prevent any disputes that might arise later on in the process.

Where to use it: The SOR is used outsource the manufacturing of a new product for the market place.

When to use it: The SOR is commonly used after a successful supplier has gained acceptance to provide a new product to the customer.

How to use it: A Statement of Requirements should contain:

  • The name of the project
  • The project charter
  • The project owner, sponsors, and stakeholders
  • The problem statement or definition of intention of the group involved in the project
  • The goals and objectives of the project
  • What is required to be completed at project closure
  • The deliverables
  • What is not considerd to be part of the project's goals
  • Milestones
  • Cost drivers

The Statement of Requirements may also contain these other sections:

  • Project Scope Management Plan
  • Any already-approved change requests
  • Assumptions and risk assessment taxonomy
  • Project acceptance criteria
